Human Development, Social Security Costs and Poverty with a VAR Approach

Abstract
Poverty is one of the most complex economic problems that requires deep and accurate knowledge to solve. The issue of poverty in a society becomes important when it occurs in a comprehensive and sustainable way. In such circumstances, it is necessary to formulate and implement comprehensive and coordinated policies to alleviate poverty. These policies should be adopted in such a way that, given the limited allocation of resources, only qualified ones are considered. In poverty-related research, it has more or less been taken for granted that the more awareness there is about poverty, the easier it will be to reduce it. At the time of economic policy-making, it is necessary to be aware of household income levels and target groups to reduce inequality and poverty. Meanwhile, the field of social security and human development also play an important role here. For this reason, today, social security is considered as one of the basic and vital needs of any society, so that different governments of the world consider the creation and development of a strong and efficient social security system as their most successful services. As a result of this study, it is intended to investigate the relationship between social security costs and human development on poverty in Iran using the VAR model in the period 2001 to 2018 on a quarterly basis. The results show that the consumer price index, human development index and social costs in the long run have been able to show 0.3%, 0.17 and 2.8% of changes in the Gini coefficient.
